According to latest figures, nearly 1,000 workers have left Cornwall Council over a three-month period.
Quarterly numbers show that the Council had 19,970 employees at the end of June, down 993 from the end of March.
The decline reflects a recruitment freeze imposed last October.
It remains unclear, however, whether this will affect recently revealed plans to shed 2,000 posts over the next four years.
