Reports to:   ATI2 Programme Manager

Role Summary:

To provide expertise, guidance and direct support for the ATI2 project which is part funded by the European Regional Development Fund and led by the University of Plymouth. As Lead Partner the University will be responsible for ensuring that the project is compliant with ERDF requirements, that its financial claims and reporting of outputs are eligible, evidenced and appropriate documentation prepared, and that all claims are co-ordinated and submitted within claim periods.

Under the direction of the ATI2 Programme Manager within the Research and Innovation Directorate, the Compliance Officer will lead in the provision of high quality information and guidance to the ATI2 project team and ensure robust systems are in place and compliant documents used. The Compliance Officer will also liaise with internal and external partners including project teams and the University finance department to develop all of the documentation required for claims.

Key Accountabilities:

  • Lead in ensuring contract compliance in the delivery of ATI2 by evaluating, monitoring and providing reports to the Programme Manager; highlighting any issues and making recommendations
  • Provide proactive advice and guidance to the ATI2 project staff on effective ERDF financial monitoring, record keeping, eligibility rules and audit requirements, and provide group or one-to-one project support or visits where necessary
  • Take responsibility to promote best practice in the set up and delivery of project monitoring e.g. ensuring that adequate audit records are compiled, that project expenditure and match funding levels are eligible and ensuring funding source guidelines are met
  • Support the Programme Manager to work with operational teams to ensure that all operational data, including monitoring of State Aid rules are complied with
  • If appropriate, to liaise with strategic partners securing reporting data that is in line with ERDF regulations and contract requirements
  • Work with the Finance Department to provide support, advice and guidance
  • Co-ordinate the submission of quarterly grant claims and other information as may be requested by the external funding agency
  • Collate and review all documentation provided for claims, both financial and non- financial (outputs), to ensure accuracy and completeness of evidence and records
  • Ensure the project audit trail is robustly maintained by managing the archiving system; setting up, running and updating guidance which ensures that key documentation and claim evidence is collated and retained in an accessible manner
  • With support from the Programme Manager, lead and coordinate on the spot verification visits ensuring all auditable documentation, items and project personnel are collated and available
  • Contribute to upholding the profile and reputation of the University within Cornwall and nationally by maintaining effective contact with the external funding body and external stakeholders

Measures of Success:

  • Claims successfully completed and submitted on time with all costs and outputs being compliant and eligible
  • High quality systems, processes and documents are developed which support the projects delivery
  • ATI2 team informed of any changes to ERDF guidance and requirements which may impact on the projects performance
  • ATI2 project is delivered compliantly and in line with ERDF requirements resulting in timely payment from the managing authority

Required Skills and Competencies:

  • Essential – Experience of managing, monitoring and reporting on ERDF/ESF compliance and finances
  • Desirable – Detailed understanding and working knowledge of the EClaims system
  • Desirable – Experience of project audits relating to ERDF (or similar) funding
  • Competent in developing and implementing project monitoring systems, processes, standards and compliance strategies
  • Adept at analysis, interpretation and reporting on data
  • Exceptional Organisational, planning and administration skills

Qualifications and Knowledge:

  • Essential – Knowledge of EU compliance policies and regulations, particularly in relation to the European Regional Development Fund (ERDF)
  • Educational attainment at further education level (or demonstrable equivalent experience)
  • Advanced working knowledge of Microsoft Word/Excel/Outlook/PowerPoint and databases
  • Relevant professional qualification (or working towards)

Special Conditions:

Although ATI2 is based in Cornwall, there will be a requirement for the Compliance Offer to travel to Plymouth in order to meet with teams that provide administrative support to the project
